While Living Lamma does not endorse specific candidates, we applaud the effort and the commitment to our community of all who participate.  We encourage all members of the community to be as informed and involved as possible.

What would be your primary focus as District Councillor for Lamma & Po Toi?
I will pay close attention on every issue related to our residents, especially those related with the economic development and medical facilities. Economic development includes Tourism, Infrastructure Projects, etc. Without economic development, how can Lamma residents earn their living? Related to medical facilities, I have striven for 24-hours out-patient services for ten years. However, it cannot be implemented in Lamma due to the government policy. Besides, most of the areas on the island cannot easily be accessible by the ambulance because of the narrow roads. In order to match the special landscape of the Island, I will suggest the government to purchase some motor-bikes for rescuing so as to shorten the arrival time of the First Aiders. Thus, life of the residents can be secured. As a District Councilor, I wish everbody has a good and pleasant life! 我會關注島上每一項居民關心的民生議題,特別是影響本島的經濟發展及醫療設施。 經濟發展包括:旅遊業、基建等;沒有經濟發展,我最掛心的島民又何以為生? 醫療設施方面,廿四小時醫生駐診服務,我十多年來都有爭取,但因政府政策問題,在南丫 島暫時不能實行。南丫島道路狹窄多彎,許多地方救護車根本不能到達,為切合南丫島的特 殊地形,來屆我會提議為島上增設救護電單車,縮短醫護人員到達的時間,讓居民生命更能 得到保障。 居民的生命安全有保障、安居樂業就是我作為區議員最關注的事。	Improve communication between different communities on Lamma, facilitating their cooperation on local issues 溝通島內不同社群，令不同社群也能夠在同一平台上參與社區的事務。	Preserve the natural beauty of both islands. Develop the special attractions of Lamma as a local tourist destination by maintaining its unique character and environment. Describe your policy for development and how it relates to the Statutory Outline Zoning Plan for Lamma.
When I was appointed to be a District Councilor in 1997, all other islands(Cheung Chau, Mui Wo, Peng Chau and so on) except Lamma Island , were under the government planning and development plan. If I didn’t strive for Lamma under the same policy, I fear that there won’t be any basic facilities and the development on the Lamma now! There won’t be any discussion related to the Statutory Outline Zoning Plan for Lamma. 1997 年,當我當委任議員的時候,香港主要的離島,包括:長洲、梅窩、坪洲等都納入政 府的規劃及發展,唯獨沒有南丫島。如果當時我沒爭取將南丫島也納入規劃,南丫島至今根 本連最基本的設施及發展也沒有,分區計劃大綱圖更是遙不可及。	Lamma is not suitable for large-scale development according to the government's zoning plan. Future development on the island should also consider its natural environment and ecology. 根據政府制訂分區大綱，南丫島不適合有大型的發展。島上未來的發展，也應配合南丫島的自然環境及生態。	Improve public utilities without destruction of the natural beauty and the special attractions of the islands.  爭取多項康樂設施
In what ways can consultation between Government and the community be improved?
Public consultation has been regularly organized by the Government but they may always be neglected by the public. So , District councilor plays an important role to shorten the gap between the residents and government and hence to strengthen the mutual communication. For example; I will promote government consultation bilingually so as to let more people understand the information and express their views; or (2) to collect public opinions by questionnaire or signature petition, and reflect the public view to the Government. For instance, I have used the method on issues related to the development plan of Yung Shue Wan and change of ferry time table of Pak Kok Tsuen; In addition, it is also effective to hold a discussion with representatives of different government departments and residents.	The current public consultation mechanism highly concentrates on the Rural Committee and District Council. The government should extend it to more community survey, consultation and public forums, engaging residents of different nationalities.  政府的諮詢機制，只集中在鄉事委員會及區議員，政府應拉闊諮詢的層面，推行更多社區調查、諮詢及論壇，讓不同國籍的居民也能參與其中。	Promote harmony in our multicultural community.  推廣多元文化社區共融
What are your views on the proposed reclamation of Yung Shue Wan harbour and the proposed bicycle park?

The reclamation project in Yung Shue Wan would undoubtedly bring harm to the environment and local businesses on the Main Street. Residents have a certain degree of demand on bicycle parking area, but its design and consultation must be open and transparent. 榕樹灣填海工程對環境會造成很大的破壞，也令大街的特色受損，小店生意受到影響。居民對單車停泊處無疑有一定需求，然有關的設計及諮詢必須公開透明。	Assess transport to and from both islands.  改善現有公共設施
What is your position on the proposed development of the Baroque on Lamma?
It is not easy to understand the real situation or difficulties when you are just only a bystander. For instance, I have requested the government for funding for the road improvement works at 26-28, Tai Yuen Village to prevent from flooding, however, the construction was abandoned because the land was a private property .I hope that the road improvement works can be started again if the government will carry out the second phase drainage work there.   每一個工程項目,不在其位的人,很難明白當中面對的難處,旁觀者能輕鬆地說出很多冠冕 堂皇的措辭,爭取大眾認同,我也可以,但對工程有幫助嗎?例如:大園村 26-28 號(恩恩) 前路面水浸問題,多年前我就不斷向政府申請資金作該路面的改善工程,但奈何因該處屬私 家地不能動工;現在可望第二期渠務工程,政府能進行收地,重鋪該段路面。      (continued below...)	The development plan in Tung O is too big for Lamma. I have been involved in the campaign against it in the past year. 東澳的發展過於龐大，與南丫島並不配合，過去一年我都有參與反對的運動。	Preserve the natural beauty of both islands. What is your Environmental policy, especially regarding rubbish and dumping?
Lamma Island is large but with low population. Many projects can only be succeeded after years of struggling. For example, I, together with the chairman of Lamma (South) and Lamma (North) Rural Committee had successfully striven for Emergency measure ─ helipad after a decade of years. Besides, we have also striven for several years for building a multi-purpose activity room and carrying out the drainage works. Moreover, we have also fought for proposal of building bike park and until now the government approves the funding. The task will be completed by 2012. In past few years, I have a lot of proposals, include redevelopment of Pak Kok Tsuen Ferry Pier, to erect cover for the Tin Kwong Hui (early-morning “fish market”) and Yung Shue Wan Pier, to widen Breakwater of O Tsai, set up a ferry fare stabling fund, to pay close attention on sanitary problems in Lamma, etc. In fact, on every developmental project on the Lamma Island, I will be open minded. I will express the views according to the majority view of the residents to the government. 南丫島土地面積雖大,人口卻不多,許多工程都要經過多年的糾纏才能初見成效。例如:緊 急救援措施─直昇機坪,也要我和南丫島南、北鄉事委員會主席經過長達十年的努力才能實 現;現在正在施工的鄉村排污工程及多用途活動室,我和兩位主席也經多年的斡旋才能落實 興建;單車停泊處的議案也是經過十年不斷說破嘴皮,政府才答應撥款,並將於 2012 年落 成......而近幾年,我也提出不少新議案,可望能逐一兌現,包括:重建北角村碼頭、興建天光 墟上蓋、興建榕樹灣碼頭上蓋、擴闊澳仔防波堤、要求成立渡輪票價穩定基金、關注島上衛 生問題......等等。 其實,對於島上的每一個發展項目,我一向持開放態度,以大多數居民的意願為依歸,而居 民有其他合情合理的意見,我也會接受及如實反映。	The government should refine the recycling policy, assisting residents in handling large-sized waste and prohibiting dumping on farmlands.  政府應改善回收政策，以及協助居民處理大型垃圾，並應制訂政府禁止在農地上堆放垃圾。	Promote awareness of ecological issues that affect our islands.  教育及宣傳環境保育意識
